You hire them on the managed screen of the country overview screen. You can hire different delegates for your country there. Once they are hired, their dialog at Havaria Port changes.

Expeditions are consuming soldiers. Lost 4 guardian squads, 3 Good Soldiers, and 2 Medics to a pair of long expeditions.
A Dorgania trade offer asked for 20 Iron but told me I didn't have enough when I had 28.
Annnnnd a trade caravan was stuck on 0 turns remaining for several turns before resetting; I'm unsure if I even got anything from it.

at the command center you can't build siege weapons due to not having planks, which were removed in this update
There is 3 different types of steel armor that aren't cross compatible.
1. Party equipment- steel armor that your personal party can equip.
2. Country Overview - steel armor that is used to train soldiers in the country overview.
3. Vanguard equipment - steel armor that only the vanguard squads can equip that is gotten from doing vanguard battles / arena.

I made a small bugfix update for windows, linux, and mac to version 24.03.21 to solve the following issues:
- Fixed a bug that caused you to lose the troops when you send them on an expedition.
- Fixed the trade for Iron with other countries. It showed a wrong value for how much Iron you have in your storage.
- The storage now tells you your budget and reputation values when you interact with the icon.
- Fixed the dialog choice of the storage icon for luxury items and research materials.
- Fixed the construction of siege weapons. It now requires wood instead of planks, which were removed as a resource in the last update.
- When the quest "Armor Breaking" wasn't finish properly before, using the teleport orb will now set it to complete and give you the reward.

haven't played that game in years. I come back and the futa tag has been aded. I on't remember it always being there, so I gotta ask, how optional and skippable is that part ?

The scene with the futa character Pandora is both optional content, and you also have a choice to skip the scene so that you can advance her events without the need to actually watch the scene.

"Leneth can be recruited when you interact with the top right icon in the tasks section of the command center screen. It requires that you advanced the events with Jackie and Lexi, that you had sex with Leneth, and that at least one small and one big harpy was captured and released at the big farm. Leneth squad can fly, which allows her to ignore most, but not all, terrain limitations. She can't fly over any other squads."

Hm, what exactly are "the events at the factory"? As far as I can tell, the events with Elly and Ryoko about the Luminous Order are done, the weapon factory is built... yet Scuffy remains un-introduced and visiting the factory does not cause anything to happen.

The trades 2 and 3 show the remaining turns for trade 1 in the text, instead of how many turns they still need. I fixed it now. Thanks.
I'm aware that the same delegate can be seen more than once. I can see why it feels a bit weird, but it's not a bug.
Maybe you're missing a dialog with Elly or Cassedy in the castle?
I won't spoiler anything, but helping Varea won't have any downsides.
