Uh you mean 0.9.8 ? Im not sure i think its waiting for either someone to leak it, or or the dev to public release it. Currently its 2 versions behind on here (since ver8 and version 9 arent on here)

It was rejected by Steam.

Technically it looks like it was retired by publisher's request rather than Steam itself.

But they may have gotten a notification from Steam about the game telling them it violated their new rule. Yesterday Steam seems to have started to bend the knee to payment processors.
