I really do not understad the complaints about the size, the average dsl speed in many countries is about 100 Mbits, and it mean few minutes to download the 2 parts , on mega, if you want to save space on your hdd just copy and paste the save folder after you finished the game so you hold it for the next update, and delete the game.
There is a bunch of reasons :
Firstly , as said by others , some countries doesn t have VSDL2 and fiber
Secondly , when a country has VDSL2 or fiber , it doesn t mean that the whole country has been covered
Thirdly , the vdsl2 speed drops from 100Mbits to 15-20Mbits if you live 1 mile ( 1,5 kilometer ) further from the vdsl spot :

fourthlly , even if you meet none of the problems above , if you use WIFI connection , you will be capped
firthly, even if someone is lucky to be in a country with VSL2 , and to live nearby a spot wiyj VDSL2 , it doesn t mean your susbsription price with fiber and vdsl2 is closed to other internet access . Some people just can t pay it because it s too expensive for them
