You can charm, or keep in hte cellar, but not charm.

You can't charm her yet, you can only set her free (have her chains removed) or keep her locked up as a bondage slave (have her chains reworked for easier accessibility) for now. Setting her free has the most content for now though.

i have the relic i use holy water and i give to her the relic but don't happen anothing

and i can save leanne?

Try using another browser. I've had multiple issues with Edge aswell but now i use Firefox to play.

I also can't get mine to work in Edge I have to use Chrome

These are explained in the walkthrough

I see no reason what giving the Relic would not work. Are you in the hotel room with Legion and Lucy? Did you apply the Holy Water to the Relic?

I also can't get mine to work in Edge I have to use Chrome

No, it is just after a particular point in the game, after you defeat Legion (or Legion leaves town)

After defeating Legion ask around to your magical friends like Ms. Jones and others might have to speak to Gypsy before Jones

Blessing the necklace has to be done in the same room as Legion just tell her to keep playing with her toy Anniont the artifact then hand it to her without leaving the room before handing it too her

Yes, just cast the charm spell at the right point. A button is not given, just use the cast link in your inventory

1- How does one obtain the full twin souls necklace ( not just Pamela's bracelet)?
2- Is there a actual control event or events after you charm the Mayor, Angela and Emily?

Regarding your second question. Some time after you charm Emily there is a discussion with the Mayor about public nudity.

1. You would not want to as it would negate the protection, so the game does not provide the option
2. as noted above there is an even for changing a town regulation and there is there is before that an event with Officer Batton.
