Complete "Extra Naughty #1" to unlock the dialogue option with Chloe for "Dare or Dare #1". I'm not sure what's with the first star being already unlocked, but I suspect you started it from the "Dream" menu, which is unintended behavior and leads to problems.

He's right, search don't place anything in date order, it's all over the place, it's not that easy.
