Since Dad had to rescue D in DMD from Donutstan, and he appears to live in the same country as Melody takes place in, I have always assumed that Melody and most of DMD takes place in Bagelsburg.

They are fictional places. In DMD they actually state that he had to go to Donutstan to get D back, so it only makes sense that he must be from Bagelsburg.
And Bagelsburg would have states.

That's quite the understatement
looking at some of those tags are quite the put-off, I much prefer the simplistic tags games like Melody has as then I'm not in for any nasty surprises.
