Have 2 issues I'm hoping to get help with:

1. Where and at what time is Iyo's first obedience event?

For me it was -I think- around 3 to 6 pm at the arcade street. Had to teleport her to me, but then it finally worked.
(in the wiki it says she mainly spends her time there, but in my game she's almost exclusively either at the airport or the beach, hence the need for teleport)

Wiki is very helpful but its about 6 versions behind. She's still listed as an ancillary character without any obedience events.

Is an incest patch needed?

No. In game terms it's Stepsister and Stepmother.
And anyway, an Incest Patch is never needed.

You're misreading.
The patrol thing should be with Iyo, the police girl, and there the question was how to get her lvl 1. Lvl 2 should be done in her home, which isnt in 0.43 but is in the new patch.
The answer you're quoting is for the second question on how to get Marilyn, the secretary, to do the therapy sessions with you. And if there the question is on how to get her to lvl 2: Town hall lobby where she works, 5.30pm to 6pm.

I'm afraid this event is to complex to tinker with save files. It's better to save before the event and retry if you miss. There is an auto save each day if you forgot to save.

Actually, Iyo's house is already in v0.43.0, it just doesn't appear on the city map. You can find the entrance in Street I, Northside, near the stripclub.
