I could very well be talking out of my ass here so feel free to correct me, but my theory is because the slave route is just easier to do. From a storytelling perspective, I mean, not from a development perspective, after all the scenes still need to be designed, scripted, rendered, etc.
My reasoning is this: you already bought them, so legally, within the law of that world, you own their ass (literally and figuratively), therefore you can jump straight to the naughty bits without any sort of story buildup because you just can, and they're not likely to refuse it either because (I imagine) refusing the MC at that point would likely mean being put back out there for anyone else to buy. Given what they've allegedly been through, I doubt they would be open to that idea. (Ann notwithstanding, maybe)
On the other hand, a proper love route takes some building up to, feelings and affection have to be built over time in a way that doesn't feel rushed or unnatural to the player. After all they don't know the MC at all (they even attempt to question Lin about his nature), it would be unreasonable for him to just snap his fingers and have them proclaim their undying love for him out of the blue. From both perspectives (storytelling and development), a love route takes longer to create and conclude, and is likely to be much more dialogue/scene-heavy than the slave route.
That's my theory anyway. Like I said, I can be completely wrong and there's actually a better reason for the slave route to be started and/or finished first. I suppose we'll find out at some point.
