I'm one who seek games in which I control a female protagonist.

As if an old, ugly bastard who still prefers to play with his doll, I should be able to dress-up this character with clothes the game provides, including undergarments, of course.

Throughout, shortly, or later in the game, I should be able to make her bottomless to naked in public with some other perks the game utilizes, whether it would be blackmail, corruption, exhibitionism, etc., or with stats similar to Role-Playing Games like desire, exposure, lewdness, etc., or... maybe she just loves it from the start. And smiling like a madman I am, because I like it.

Next, I'll write down few games I managed to recall and provide some explanations to further reinforce my preferences:

The Fixer and Virgin's Protection Magic are two of my favorites.
Along with lots of clothing customizations and character portait always being shown, these two have the character appearance I really like: no super-enlarged or oversized breasts and/or legs, and a good-looking face and figure.

Coming to the third is Coming of Age.
The only downside of this game is it's overall graphics looking as if it was released from 2008 - oftentimes some of the character's detail shows paper-like.
Yet it's just like the two above when disregarding the said cons.
It's still a nice game for me.

Those are my top three.
The other ones I'm okay with are Saori's Ecchi Adventure and another one I can no longer recall the name.

Now, I'll list some few which I was partially to wholly disappointed with:

There's no need to describe my dislike toward the main characters' appearance in Meltys Quest and Treasure Hunter Claire, because it's obvious from what I said about the first two games.

And Escape from Fortress Lugohm, Little Braver, Shera and the Three Treasures, and Virgin Island, while their respective character appearance are I'm fine with, they have a very limited clothing customization on the other hand.

Sangeki of Gear (Very late in-game but she does not go fully nude. The game is great tho)

Sally's Authorative Report on Illegal Prostitution (Okayish+)
Country Bumpkin Yutaka (Okayish)

Gonna throw some text-based ones out there: Course of Temptation, Newlife.
Text-based with a visual avatar: Fake AI, Female Agent (incomplete but I enjoyed playing the old one before the dev lost his mind, changed the artstyle and rebooted the whole thing).

Try succulence. Female teacher protagonist, clothing customization to a certain degree, there is one path for mind control too. It's gradual corruption and one of my favourites.

Raven's Quest is a wonderful game with lots of clothing options. It mainly focuses on corruption but it's done in such a cute way, it feels kinda wholesome. The protagonist is really into it as well. The art style just ties it all together into an amazing package.

  • Third Crisis should also fit your criteria pretty much perfectly. It has a pretty robust wardrobe system with lots of customization.
  • Salvation is another interesting one. As you progress, your clothes become lewder and lewder. It doesn't have a wardrobe system but all the outfits are integrated into the story and NPCs react to them. You can freely switch between 3 characters each with two possible classes. Your class determines your clothing and the kind of events that might trigger.
  • Magic Shop 2 might be a long shot but when it comes to dress-up games this one is unmatched. Its whole premise is exploring a dungeon, earning currency and buying new clothes for your character. What I particularly like about this one is that you can actually customize your MC to fit your preferences. There's no public nudity because, well, there's no one to show off to but if you really are into playing with dolls and dressing them up, you'll love this one.
  • Unaware in the City is a giant sandbox with a customizable MC that has plenty of clothing options and quite a few public nudity events.
  • Town of Magic has a lot of wardrobe customization and some public nudity. It's pretty grindy though. Can be somewhat mitigated by the mod linked on the front page and the console cheats.
  • Sunville focuses primarily on public exposure and exhibitionism. There is a wardrobe system but it's pretty bare bones. Its main purpose is to change into an appropriate outfit to advance the story. It's pretty hot nonetheless.
  • Alchemy Quest 2 has plenty of dress up but the public exposure part of it is virtually nonexistent.
  • Sasha's Story - Culture Shock is something worth keeping tabs on. The core elements are there but the game it too early in development to pass any definitive judgement on.
  • Dryad Quest is another interesting one. It's pretty unique. Not really a corruption game but the dress up is pretty good and the story is captivating.

Definitely try this:

War Demon Kirstin (and other games from the dev, but this one is gold) - you unlock new costumes throughout playthrough, but i don't remember if there is nude "costume". Maybe it is, i played a long time ago. FMC is pretty lewd at the end of the game too;
Curious Tales of Yaezujima -Rinko Kageyama's Endless Summer- - personally one of my all time FMC favourites. A lot of costumes, FMC screws with literally everyone. By the end of the game despite how slutty she becomes she still refuses too go full nude on public, so you maybe wanna install mod (link on the game's thread);
Blazing Priestess Shizune - pretty boring game, but good CG's and not so many costumes, so maybe you wanna give it a try;
Yuka: Scattered Shards of the Yokai (and other games from the dev) - decent game, nice CG, has some variations of outfits;
Saint Emiliana - game about corrupted nun. You can see the outfits on the screenshot on game thread;
And last, just in case, 'cause it not hits your request, but FMC change clothes throughout some h-events, but the art is good - Solo leeching~35-Year-Old Magician Journey

Also worth mentioning but not as good as above, or some aspects of your request is not satisfied:
