I've been wanting this one too, but seems no matter where I post, either nobody has it/knows, or it's just not available. Shame, I have a character idea that would make great use of it
I replied to this question two or three pages back. that hair and character are NEVER going to be released.
He wants the monopoly over all the black girl hairs and he gets pissed off when other modders port these kinds of hairs like AMember did last year.
I don't know if that is because he is black himself or because people used to beg him all the time for curly hairs but he only wants $$$ and no free mods or what other retarded logic he uses, but it is what it is. just move on people.
If you don't come across it eventually just use
