But I think I voted Kamala in my state's primary, even though she wasn't on the ballot

You do get the choice to vote or not vote for her on Election Day. Gerald Ford was President, and no one voted for him as POTUS, or VP and he wasn't the Speaker of the House. (Minority Whip in the House before being VP.) Remembering Gerald Ford I guess is a better way of proving I'm over 18 than asking the question just before seeing all the adult content...
