That's weird cuz according to the walkthrough, you should be approached by a guard after you asked John to make equipment for you.

all my mercs are at level 3, there are 15 of us, I had the discussion with John about armour, if you want I'll pass you my savegame and you look at it.

Cuz if you edited variables & got too far ahead without trigger certain events properly, I thinks you just ruined your own save file.
