I don't know for sure, but many people speculate that some characters in the game will need to be modified in order to upload the game to Steam, and I guess that too.

Unfortunately, thoughts don't control money transfers. Most of the prominent commentators here are his former patrons who forged their second thoughts into the only logical action. At least I did, for I won't stand constant lying to my face or the "my way or highway" attitude.
A hard halt to money influx would definitely give him second thoughts. My point is, though, that his Patreon base will probably never go below the minimum threshold that is acceptable for him.
In other words: he is re****ed, but his patrons are even more for enabling him. I'm not an expert when it comes to Steam guidelines, but they sure did ban a bunch of incest games back in 2018-2019. As far as I know, developers are required to make it the usual tenant+landlord/lady thing rather than the characters being related to eachother. Characters involved in any kind of sexual content are to look like adults aswell. Developers calling them adults via story/writing won't cut it. And yeah, using trademarked stuff of any kind without having the rights to it is also a no-go.

But I believe there are certain countries which do get to access titles most countries can't access on Steam. Depends on the laws in whichever region you're located in I'm guessing.

I can't guess how long that will be, as I think in the worst case he could upload the game to Steam and then stop developing the game.

Best case scenario, I'm guessing he's already hired the Steam team and started working on it, adding a month or two to the typical upload period of 3 months.

However, as stated in the schedule, he won't start any additional work until he uploads Christine's party event, and after uploading Christine's party event, he will take a 2-3 week vacation before starting to look for staff, and after finding the staff, he will start working on Steam. I'm thinking it's very likely.

So it could be six months or it could be a year, I don't know.
