I've maxed Prism to 5 and I'm pretty sure I've already talked to Sam about it but if not then the special option isn't showing up when I visit him.

amita is super busy. you can call her for a dreamwalking only fridays and saturdays night.
and don't having enough stats block you to do some action in the dreamscape, not attemp to dreamwalk althogheter.
[because when you do a dreamwalk section increase some stat]

I can also only interact with the binoculars in Amita's dream.
Completely fresh save btw, played from the beginning.
