A "Sandbox" game is an open-ended experience, especially one that gives players the tools to create new content, and primarily focuses on that player-made content.
It is not just any game that allows or requires walking to multiple locations, or "free-roam sections" which according to uploaders is the definition that some mods or administrators on this site came up with for the "sandbox" tag, which has led to the current state of that tag being severely overused to the point of outright uselessness. The games linked in this thread, however, are actually made in one way or another for the player to be the driver of new experiences.
While there is the relativity issue about how much player-made content and openness of progression (if there is any progression to be had) is required for a game to warrant being called a sandbox, these games all have some aspect of that, and each will be denoted with a brief description for what may qualify it as sandbox. I am open to suggestions for entries to the list, but would prefer to play each game myself to confirm what the experience is like before adding it.
Breeders of the Nephelym by DerelictHelmsman - Character Creation; Race Customization if you input a code in the main menu; NPC Breeding as main focus; functions as Open World once all gates are unlocked; main quest may or may not be in the works, but the version of the game I played had no apparent ending.
Honey Select and Honey Select 2 by Illusion - Character Creation as main focus; girls have dynamic customizable personalities with variable reactions to how you treat them; no such thing as main goal/ending.
Lust Doll by Indivi - Open World RPG with Life Sim elements; very expansive Character Creation and post-creation Customization; lots of fetishes with options to turn off the more divisive ones, not sure if there even is a main quest.
Mad Island by E-made+ - Open World Survival Craft game, in the style of Don't Starve with some Colony Sim elements in the NPC behavior; lots of different kinks and ways that sex can happen; can customize and rename the two main characters.
Wings of Roldea by Waterspoon (most tenuous) - Open World RPG with minor Life Sim elements; some Character Customization; Corruption RPG system; lots of options for how sex can happen (but mostly combat rape and prostitution).
Okay, so this list is pretty short for now and still has some tenuous inclusions, but what can I say? I know there are more on the site that I've forgotten the names of, and probably some that just slipped my mind, but the main problem is that there's nowhere near as many actual sandbox games as there are games inappropriately tagged as such.
