after i pass two chapters,the gallery still locked, its the bug or just not finish it?

The first few scene are defeat scene, aka NTR. Which can be turned off. Check the option to see if they're on, if not turn them on and check again.
If yes and you got nothing, does the game save your progress ? (if not, make the whole folder not "read only")
If it still bug, what version do you have ?
and you might want to delete the game save both in the appdata folder and the registry in case it's corrupted to make a clean start (the first 2 stage ain't that long to redo).

oh,im talking about Lily ver0.03 ,not Ai deal rays. Just found need upgrade " hack navi" skill to unlock gallery in this game
1.9.3 version + DLC.
