why does the incest patch simply go to a screen that says "this file is not public"? What's the point of having a link that doesn't work?

Maybe they noticed something wasn't right with the patch and fixing it, and made it private so people won't download a bad patch, or maybe they forgot to make it public, could be any number of reasons.
