That quest was bugged for me for a LONG ago, and it could still be. It is still in my quests in fact. The sink was never clickable for me, it was acknowledged by other people that is was broke. Clearly it was never fixed.

You can use a save editor to cheat yourself to 100$, but it's pointless. You can't really continue this quest in the current release.
