Personally it looks like it's SUPPOSED to be happening before Stardust Memory (because its the development of the GP04) kicks off so at the very least its between UC0080 and UC0083. My biggest qualm is picture 9/9 looks like there is a Jesta unit which wasn't developed until WAY later (Hell the Jesta's predecessor the Jegan wasn't made until UC0089 during the Second Neo Zeon War.

EDIT: nevermind, apparently its the GM Quel which while closer to the development period of the GP04, still seems off since during GP04 development the Titans weren't even a thing yet so neither was the Quel. (Titans were founded AFTER Operation Stardust which this takes place right before as the Gebera was stolen by Cima thus making it *just* before Operation Stardust kicks off) Atleast it's an the overall correct time period MS.
