Many player have option speed 0,75, 0,5, 0,25 etc. You dont need any special skills to play video as u like
I use PotPlayer. Many options and play almost every format
VLC player took over from Media Player Classic for me; one drawback is that it cant play "next file in folder", you have to make a playlist for that. Furhtermore if there is a file you can't play for some reason; there is a codec pack called CCCP - no not the old soviet republic
