You need to go to Amelia's bunker (bottom right on the map) and talk to her in her room. Judging from the state of your quests, it should already be availabel. If not, just keep completing the other quests until she's in her bunker.

You need to have imprisoned Elena (obviously, since that's in the achievement name ) then go to her cell at 12h or 20h.
If you want to "cheat" the scene if you don't have her as prisoner, you can go to the console and change elenaO.place to "ameliaCell" at those hours and get the scene (I updated the list to show the hours).
