Are you trying to continue an old save or starting a new game? Maybe your save is corrupted or had a mod. You shouldn't have that issue with a new game.

From what Kuervo said he plans to have the different storylines interact with each other when they all are finished. Quite a few more to go but yes, you will have ghosts interacting with werewolves etc.
