There is nothing to botch. There are no ways to restart the quest unless I restart the entire game.
Either the book vanished after one reading session (I can't recall, didn't notice until much later), or the item was overwritten in the inventory when I added another item to it (which is not that uncommon as a coding error).
Probably good to mention that I'm on my first run-through of the game, so it's possible this is a new issue that didn't exist in previous versions.

edit: restarted the entire game just to get an idea where it might have gone wrong. Apparently there is just one reading session that already progresses the quest, so it seems the most logical explanation would be that the book itself just vanished or was overwritten at some point from the inventory.

I think I must have read it earlier, i think the quest eventually triggered 4 or 5 days later while I was running about trying to find something to do. Is it just a case of it needs a certain day week or some other time delay?

For the background to fade away you need to have 0 excitement, Mc needs to have sex.

how long have you had this prompt? In my playthrough (and I might be remembering this wrong) the event triggered about a week after I got the prompt, it might have been waiting for some other trigger (another story event or day of the week), or it might have some kind of countdown I don't know. It might be worth waiting a week or two, just hitting random locations to see if something triggers

And I can't stress this enough, my memory is shit, I haven't played this version yet, I tend to play every second or third update in an effort to keep things fun, I hate traffic jam play, with stopping and starting just to crawl forward a few feet to stop again.

I just beat everyone on Sex Fighter though Tyrande and Jaina ends up as a draw. You have to use the console to cheat and you get a "If you read this...you screwed up the game..." message after every win. There are no additional scenes either.
