In no way is it ntr. There are three types, and all of them require a romantic relationship to be classified as ntr.
There's 'netorare', in which the male or female is stolen from the other whether through blackmail or other means. And that stolen one eventually makes the choice to continue cheating or outright leave the first.
There's 'netori', in which the main character is the one doing the stealing.
And then there's 'netorase' in which the one who is cucked in the netorare situation ends up enjoying watching it happen and wants it to continue.
All three are 'ntr'. And all three require stealing a boy/girlfriend or spouse from another person. 'Roleplaying' does not make it any different. 'Betrayal', sure. But not ntr. I've also seen 'ntr' tags on situations where the mc has a crush on someone they have never had a relationship with sees them having sex. Which is also not ntr.
So seeing that the thread now has an ntr tag makes me sad.
Damn, I kinda need Ash to run away after seeing his mom with Gary, like to the lab and see Misty getting boned by Oak.

Absolutely beautiful of a Mom NTR scene, loved every bit of it. I took a look through the dev's patreon, and by the look's of it he doesn't know what NTR even mean's. Made the scene cause he/she thought it was funny haha. Hoping he make's an NTR route available though, cause he has real talent for it. Hopefully the hater's wont stop him from doing so...but we'll see if he even want's to make an NTR route.
Also i was suprised like the guy on page 1 that it was Gary fucking Oak doing the fucking lol, but it does make sense even though he always seemed weak to be doing anything of the level of banging Ash's mom.

You have very outdated notion of what is considered ntr in adult content industry nowadays. There is ton of ntr content with mom/sister heroines right now even without romantical relationship. Stuff like your bully banging your mom will be tagged ntr by content creators and third party websites like this.

You dont have to be in a relationship for it to be NTR. The basic principles behind NTR is when the main character has feelings for a person that is being used as a sexual object by another person, thus invoking feelings or anger, jealousy, desire, etc. In this case there is a clear screenshot showing how Ash thinks his mom is attractive and cant look away so YES this would be considered NTR for Ash in this situation. I will say its iffy onwhat type because Netorare would have ash getting mad at gary but I dont know the full scene, Netorase would have ash liking the situation of gary fucking his mom akin to cuckholdry, would need to play the game to give a specific awnser as to what type of NTR this is.

You're way off man...let me explain it to you. If the MC has a crush on someone, and that someone get's seduced by someone else. That's NTR!, you don't alway's need to be in a relationship for it to be NTR in the way you think. NTR(Netorare) the fetish itself is about feeling's of defeat, jealousy etc which you can get without being in a relationship right?, it's about the MC's feeling's most importantly. If he has romantic feeling's for someone and she get's taken by someone else, that's NTR.
Now what you're wondering is why is watching the mom having sex with someone else NTR when it's not even shown that incest will be implemented yet. I think it will by the look's of it but for the sake of argument it has no incest. Reason it still make's it NTR is cause, a mom is someone you have affection for. I don't mean in term's of incestual feeling's, but in the sense of family, a loved one you care for. Now it wouldn't be NTR if the mom fucked the dad for example, but since it's someone else from outside the family. Comming in and seducing MC's mom for his gain's and the MC watches it unfold including the sex. Again make's it NTR.
