Either the problem is due to game mode or a save problem.
Anyway, try this:
I was stuck so long trying to talk to Liza to try to get the option to sabotage the truck.... must have spoken to her at least 40 times and couldn't get the sabotage option.
Finally I used Unren to enable Command and Developer consoles and noticed the variable CARFIX=6 in my savegame. Using the Console command CARFIX=7 had the truck completely fixed and moved me over to the next step where I could progress the story.
So if anyone doesn't want to go through the grind and basically get stuck waiting for the option to sabotage the truck then this fix should work for you as it allowed me to actually progress the story.
Hope this helps anyone stuck at this point in the game.

i cant progress with jenny, it follows her to the bus stop, says "maybe next time ill be luckier" and does nothing, i have repeated this 10 times
it is necessary to complete all other tasks, in my case it was talking to her at night through the camera

Venting! The gring is unreal! All the back and forth drama w/ Liza just to endup w/ the blackmail material to get her to dress as a slutty maid to clean my room? Holy crap, Batman! Use the leverage for something more daring, don't make the MC look like a clueless whimp.
I have slapped her ass black and blue but can't get here too pass out ? Any help

But seriously, you know that screen that comes up after a spanking? The one where you choose one of Liza's powers to decrease? You need to visit that screen about 19 or 20 times before you will get a viable option for what you seek. And of course shortly after that the update ends with either her leaving or Bobby locking her in her room. If she leaves you get another scene where Bob gets to be all Rambo and such.
