I don't see that stepfamily stop being family if your blood mother/father dies anymore than the rest of your family does. You're only related to the rest of your family through your parents too. If your father dies, his brothers and sisters don't stop being your aunts and uncles, and his parents don't stop being your grandparents if they are still around.

Eh, I think calling characters stepmoms are fine when they fit the role as a stepmom. Even if they were never officially married to the mc's father being their father's long time girlfriend and mother of the mc's half siblings is good enough to use the term stepmom. For all intents and purposes she is the mc's step mom she was just never officially married. She was also the mc's legal guardian after his father died
