If you're not on the Katie route the first version of 0.7 made that happen. recreation had either posted a patch for that or updated the version after I reported that bug here.
I did both actually, but you also need to either start a new game or start from a save before day 9 to trigger some new variables.
The "Katie route" is the "coerced" one? I mean... She seemed to be somewhat "willing", but I still wasn't a fan of that kind of approach, so I chose not to take that path, believing I'd be rewarded later on for not pushing her and, basically, confirming her theories.
This is an odd path and quite unique. For full disclosure the MC believes that they are coercing Kat, she knows that she could stop it at any time but chooses not to, there isn't currently a major negative side to playing hard ball with her so go for it, the content isn't going to get extreme on you or anything.
I'm fairly certain I remember rec saying that if you don't molest her that is opting out of her completely, there isn't going to be another way to get with her.

That's... quite a different brand of family therapy than I'd expected. Then again, having exhausted all other options, one might as well give it the ol' college try ;-)
