far from complete Id say, but you know with this dev, so notorious with all the previous games, so wont wonder if they decided to cut short and offer the rest of the routes in the form of DLC

. Downloading issues? Look here.It's not the most intuitive. Do the undercover cops questline at night. That opens up quests all over the place. Following that, you'll need to do 2 quests from the priest and it'll unlock the ability to propose when talking to your partner.
I was getting frustrated and just went through all of the different quests trying to see if that did the trick and what do you know, finally got it.
