The Jewelry Store is still there it just wasn't implemented when Willow(the blonde sitting) first showed up on screen, so talk to Willow to get the Jewelry store back.

you need to get the carwash and have her mother show up before you opgrade the carwash, then have her mother show up again and start her line of quests and this one will continue.

to get the carwash i can't remember but to upgrade you need a gold membership at the beach bar.

Seriously, there's no better way to gain fame, I got so screwed up buying Jay... less than -10000 I'm already at -3000 just killing spider and I want to cry now t_t

you need to add a copy of your save here for the dev and his helpers to go through your game code and see what happened, i personally have no idea how to do this but they do and should be able to help you.
