As you note yourself, during that particular talk Maya didn't agree to anything, but also Quinn never explained what she expects the pledges to do. So it's quite reasonable to presume there was another talk between them afterwards. One that didn't get interrupted, and which helped to hash these details out, including Maya's agreement to participate. Otherwise, at the very least we have a mysterious case of psychic Mona who somehow got an idea all on her own that she's supposed to talk with Burke about her "free tuition" during the party orchestrated by Quinn.
Well, of course Quinn didn't. The whole thing isn't exactly legal.
It's pretty obvious that for the most part in this scene, Quinn was only testing Maya and hadn't yet made the decision to let her get «free tuition»
I don't know what makes you think that if there was another talk with Mona, there was one with Maya, too. This is simply your speculation.
In fact, in the game we see a very different picture, when Maya is finally accepted into the HOTs she goes up to Mona and starts asking about free tuition. Like let's go to Quinn together and ask her about it.
So we can conclude that, on the contrary, there was no continuation of that conversation with Quinn. Not for Maya.
And that little scene in episode 3 was enough to convince Maya that she will get free tuition.
Quinn also never dispels the alleged rumor while baiting Maya and Mona, even though it'd be perfectly normal thing to do if it's just a false rumor, unless you're trying to fool people into believing it is true. She also never corrects Mona's idea/statement this is offer of free tuition, which, again, would be expected unless one was trying to make advantage of such mistake.
Why would she do that?
It's not a rumor after all.
From Quinn's perspective, it all makes sense.
She doesn't know Maya's situation; but understands that Maya wants money.
But of course Quinn won't tell you about her "business" right away.
She gives hints and generally checks the candidate.
Mona understands the hints and what this is about, agrees, then at the last moment decides to change her mind.
Maya, on the other hand, does not understand the hints; she is naive/innocent.
Then by the time Maya was accepted into the HOTs Quinn had already realized that Maya would definitely not be involved in her scheme and therefore there was no point in revealing the details to her.
And we both understand that Maya would have said no anyway. Or... maybe not?

Frankly, Quinn was very lucky to get away with just a simple slap for her "prank". Picking up teeth from the floor and another bloodied nose would be more in line in terms of payback.
Well, that's just ridiculous. First of all, I was only talking about the scene in the pool and her words there could easily be interpreted as a trolling of a naive girl.
Secondly Quinn doesn't force her, in fact Quinn rejected her.
Of course, financial problems can push a person to make decisions he or she would not make otherwise. But in the end, Quinn only gives or does not give (as in Maya's case) an option. A bad option, but a working one.
And the fact that Maya believed she would get free tuition if she just does a couple of lewd tasks and joins HOTs is entirely her problem.
It was a condition of joining HOTs, not of receiving free tuition. No one promised her a free tuition in the first place.
Quinn, of course, is not a role model.
Well, from the CHICK player's perspective, knowing the whole situation with Maya, perhaps Quinn does kick
the wounded puppy.
However from my DIK perspective, apart from a few verbal insults and "false hope", Quinn does nothing, even if I don't warn Maya not to trust her.
After all there is naivety or rather stupidity of Maya and nothing more than that.
Or you can as well add her inability to find out information, and that she wasn't honest with HOTs. Didn't she go there to join them? That was the deal. But what she really wanted was purely free tuition. In other words, to basically use them, while thinking that they are just a bunch of sluts. Lovely.
