Personally, I'd rate Cam lower than I would S and/ or M.
I've played more than enough games with stepfamily that have patreon for years and step is even closer to a real family than foster.

Ah didn't know that. Any logical person would think adoption and step would fall under the first line of the permitted, instead of under incest.
Shame, I guess DPC won't give up Patreon for Subscribestar or something, but I will accept that. Incest is nice to have in many AVNs, but not necessary to me unless the story itself focusses on it.

They can get away with it if no one reports them to Patreon, but there is Patreon spies here on F95. In the case of some of the bigger ones, I'm pretty sure Patreon just looks the other way. But there is have a lot that I am aware of, that have had their Patreon suspended or removed with step-parents. In some cases, they didn't even have incest, but a fan made patch posted here and they then had to prove to Patreon that it was not their patch.

Dude... She is her adoptive mother, which legally has the same status as a biological mother. Foster parents are "parents" in name only. They may, but do not necessarily, adopt the children they care for (and when they do, they cease to be foster parents and become adoptive parents). That's why it's not uncommon for children to move between different foster parents' homes. Adoptive parents are different—they are forever.
