That's something I still ponder on. Like I said before, we know Rusty is aware of Tommy's drug trafficking - he doesn't want to get involved but he, also, doesn't stop Tommy.
I mean, it's hard to believe that Sage doesn't know about the prostitution of HOTs - unless she is really so preoccupied with Chad's infidelity she doesn't see anything around her. That theory isn't really so convincing because prostitution is running for at least one year - we know that when Quinn says to Riona how it was much easier last year because she (Riona) was new candidate. So, it's really highly unlikely Sage is all that time oblivious of all that's happening around her.
