Hm... We might have to replay it and anger Bella in order to verify but the way Jill asks her after Chad beats MC up and Bella gives her explicit okay, I feel like there is or if not, should be a rp blockade to date Jill.
It really feels to me like Jill looking up to Bella like her being a second Mum or bigger, really close sister.
Would be strange if Bella hates MC like a pest and still tells Jill "Go on, I don't care."

Yes, but on certain decisions, not RP.
Bella liking you depends on you beating up Troy or not (-2), pissing off the cafeteria lady or not (-1), doing well in classes (+2/1 based on if you fail less then 2/4 classes), wearing the dildo helmet when you talk to her in the cafeteria (-1), trying to kiss her when she drives you to school (+1) and peeking on her in the bathroom when you are at her home after your failed date dinner (-1). These have no RP effect except the last one which gives you -1 RP. Bella liking you based on a positive score of these decisions gives you +2 RP vs. -1 RP if she doesn't.

I tested that possibility in my blueballs run.

making a bad impression on Bella does not prevent her from accepting the appointment with MC

I don't really think it will be a scene for the next episode, for me it's just a way to explicitly show the background of the game or of some characters.
You may have noticed (if I'm not mistaken) that none of the images on the menu are in the game
