Jade is Sage's step mom, her and Burke married later in life. That's why Tybalt said he was poor when he was younger. Obviously he's exaggerating about poverty but Jade is less wealthy than Burke's family.

It's also why Bella hated Sage before getting to know her, because she hates Burke.

I like these ideas. I think there is a fair chance Maya and Josy would be an Angel and a Devil. I know why you said Sage and Jill for that, but I think Maya and Josy would want themed costumes (presuming they make up).

Bella dressing up might depend on her relationship with the MC. If you’re on her path he gets her to post on rooster (“Nice Books” is an underrated gag). She might do a witches hat or something basic in the Library, but then something sexy/ playful for MC later.

I can imagine Jill doing something pure cute, like a bunny, or maybe a cat. On the other hand Sage will almost certainly go sexy, perhaps a police officer, nurse or teacher (Teacher might tie in to her family issues)

Quinn will be interesting, a Witch seems a little straight forward. Harley Quinn would be a little on the nose. I could imagine it ranging from her not dressing up, to her going as a princess or Queen to dressing as a escaped convict.

I think no one at diks would know if sage was burke daughter. Jacob also told that chad would kill him(not in literal sense) if he finds out. There were many people at the party(sarah and melanie) that could tell chad.
3) Quinn didn't convinced sage, if i recall she told sage to break the deal with diks which sage wasn't agreeing , so she told to handle that herself(i.e to tell diks and preps). At the party Tyballs told quinn that they were invited to impress the guests, don't see the need for sage to be involved since he needed hots anyway. She convinced her to let the hots party at preps due to economic issues, because quinn can. She is handling everything at hots evident due to the hots hell week list different for everyone which sagw wouldn't allow and sage mentioning she gave liberty to Quinn cause she is graduating next year.

The only thing I could agree that conversation is suspicious. Avoiding answering questions that's the one of DPC's methods.
There is possibility that Maya knows someone from B&R - she is local and been there several times (while Josy been there before only once).
That's one of the reasons why I doubt that Sage is Burke - why then Maya didn't mentioned it while talking about Tybalt? She didn't know it? Nuh, can't be.
