I must admit this is often the way I see it. Early on Tommy straight up says that he doesn't care of someone fucks his sister, he just doesn't want to wear the label. Don't have the exact quote handy.

I dont give a shit about Tommy's actual feelings in the matter, I'm just trying to be objective to the situation they find themselves in the morning after Halloween. Two half naked girls come out of a guy's room, I don't think I'd believe that real love is at play.

Tommy couldn't understand the concept of love anyway. He sees love/sex as the same thing at the moment. He'll grow and learn, we've already seen some growth, but for now he sees no difference between love and sex. Heather dumping him, could actually be good for his personal growth.
