And if you remove URM you have no problems and the freeroam works properly?

I did some quick short runs.

Starting a new game without URM: had no issues; added URM after and had no issues with those saves
Starting a new game with URM: had the issues; removed URM and still had issues.

It seems that starting a new game with URM is causing whatever is happening to happen

Considering Sage is open to quite a lot of thinks and Jade is not her real mother, I guess she might even be open to it.

Getting Jade would be the biggest problem I think.
