Can't really say "AFAIK" like it's in the game when it's never mentioned or suggested at all, it's just a working fan theory.

I don't think Bella knew Lana, I reckon Jill and Bella met at the Library, Bella has been working there for 2 years, same amount of time as Jill has been at B&R and they just connected as Jill was always there studying, Bella doesn't seem to have any connection with Jill's other friends.

My working theory is that they met at some sort of group counselling session for grief sufferers. They've both lost someone (Lana to drugs, James is missing) so they could have bonded over their shared grief.
