Don't know if your question has been answered already but based on your choices you'll accumulate "Cheater" points. I don't know how exactly it works but I believe simply flirting gets you those. It locks you out of some interactions, like I couldn't declare my love to Sage for example. So I'm currently replaying every main route to avoid unwanted interactions in the future

It is necessary to have a romance with Bella until EP.8 and chosen Jill. The options will appear:

Correct, currently it's only possible on Bianca and Jill. We can still however flirt with Bianca during the panty party (only not at the bar downstairs I believe, that flirting is Bella and Jill only) and choose her for the blowjob contest on other routes, so it might be possible she might become a possible path on other path(s) as well. I do wonder if it's a coincidence or if Neil and Isa had some past together, and that's been wondered by multiple people here. It could even be that it's Neil's favorite song because it was Lynette's favorite song and Lynette and Bella had a past, but that is just speculation.

I think Bella only shares Neil's favorite song so that MC can have an ace up his sleeve to impress Bella by saying he knows how to play her favorite song.
Some people are too attached to this detail, maybe they know each other, but I don't think DPC will put Neil and Bella together if MC doesn't have a romance with her. It's easier to create another character to be Neil's romantic partner.

EP.11 left Bella further away from Neil in my opinion. Especially if the MC is on Jill's route, as I posted a few renders earlier, Bella was devouring the MC with her eyes.
It would be strange if she ended up with Neil at the end of the game when during the game she showed moments of lust for the MC. Hell, she even masturbated after being kissed by the MC. It's like she couldn't have a son and settled for the father. Weird.
I'm not against Neil having a partner, but I don't think Bella is the best option. MC may have done some really perverted things with Bella during the game.
