I think this throwing under the bus started because of Rusty telling that it could be Vinny who install those camera. In my opinion Nick did said those things because they are accusing his friend about something he did not do. Starting a frat is a pretty involved process, part of why it would have gotten done so quickly was because of Rusty's father's influence. But it would have taken Cathy longer then the time during her breaks to help with it, and those wouldn't necessarily line up with breaks in Rusty's class schedule. It's pretty clear that some sort of friendship was formed between the two at some point and sharing your address with a friend isn't that out of the question.
