he's saying that Season 4 won't have special render sets. Why is it?

Well, you might guess that season 4 will be different from seasons 1-3. Is it going to be a whole huge epilogue story with different branches? if the answer is yes, then every unsolved mystery will be revealed in the next episode.

Be prepared, because I have the feeling that the wait for episode 12 will be longer than the wait for episode 11.

There is no such thing as "better" in an objective ranking. An objective ranking is based purely on facts and statistics. The second you add a "better" to a ranking, it becomes subjective, even if the majority agrees something is "better". That's because you are injecting an opinion of a preference. Opinions are always subjective and never objective.

Outliers are usually exclusionary. Within the context of a series i.e. the women of BAD, larger breasts are the norm. So you could make the argument that smaller breasts are preferred, but that would be a hard sell to those who are appreciating the series for what it is: "larger breasts".

To attempt a logical leap from an objective ranking of breast size to "therefore, bigger is better" is pure idiocy.

BUT you do create a tierlist in other games like weapons and etc.

There is literally no universal best girl tier list by criteria unless it comes from DPC because he is the author/creator of the game soooo

Of course, "bigger breasts are better" is bullshit nonsense. Well... Unless someone's looking for a titjob... Even if someone fancies smaller or flat boobs, one might agree that, in this case, the bigger the better (at least, I presume... It was never a kinky of mine).

I'm going to ignore the rest as it's practically facetious, but this bit (bigger is better) I will say is not the case. Yes, it's true that it can be difficult to fuck a small pair of breasts, but it's not impossible (hands may play their part with a smaller pair, admittedly). On the other hand, if they are too big, it's (IMO) less enjoyable. So there's an optimum size when it comes to titfucking, and like with just the visual aesthetics of breasts, that optimum size will vary from person to person, which returns us to objective vs subjective.
