Unfortunately I'm not sure how it decides the starting mood without minigames without playing it again. My guess is that with Tommy it depends on your affinity and maybe how you treated him in the past, but maybe Spock can give you a definite answer.

I wonder if the dialogues change if she doesn't like you (if you don't score), or if Jill's advice not to date you is the only thing that happens.

I wouldn't say that they have a strong connection when not in a relationship with her. She's just easy to recognize and when it comes to the Scooby Gang, as far as we've seen up to this point MC is the one who in canon has the most time with her (besides Jill of course). There is a reason only Derek doesn't seem to recognize her while he's talking with her.

How do you play on Android? Is there a port, or do you use Joiplay?

Anyway, here's the condition for Tommy praising the party.
Code: 
if (minigames and pp_current_party_happiness[7] > 2) or (not minigames and pp_current_party_happiness[7] == 1):
   tm "You've thrown a hell of a party. I'm fucking amazed at how good it is! Bravo, [name]! Bravo!"
Without minigames you have to set Tommy's happiness (pp_current_party_happiness[7]) to 1.

Here's how you do it (basically you have to choose both the two activities Tommy wants):

Also, he also doesn't need to be afraid to choose Cumpetition even if you're with Sage (or another MG for that matter). You always skip it unless you're on Others.

I can't. Sage has a sex scene in the Haunted House. It's either make Tommy happy or have a sex scene with Sage. Obviously, I don't have a choice.:ROFLMAO:
