It should have been ended with sex with Heather at her dorm room, with Tommy finding it out. Either at the end of party or at morning. And whole this shit with his constant bad mood to start only in 12ch. and Without killing Heather's bj path simultaneously making it affect and block "Elena"(JB's) scene.

You do indeed date both of them successfully, then choose one of them in Episode 8. The dumped girl will still have feelings for you, and you can take a step towards possibly being with both in the future.
