I don't think so, she is close to him probably because their families are close too and they belong to the same frat, but the fact that she doesn't reject him is because she is too polite.
Can't remember now but does he open about his feelings with her in the game? I know that is not secret but I can recall a moment when he expresses that to her.

I had theory that Jill was adopted from the family of the MC's mother and thats how the MC and Jill are connected but I threw the theory away.

Jill's aware of it. She says as much to Bella. Tybalt never says it to her on screen but she herself says Tybalt's been trying to win her over and he is certain that they are destined to be together. I think her lack of flat out rejecting Tybalt isn't only because she's nice though but also because of whatever part he's playing in helping her with her campaign. We don't know what his level of involvement is, he may have a connection or something that's important for her to make it happen.
The bio in the phone app for him in game also states he uses that campaign to manipulate her. So I wouldn't be surprised if he tries to use his involvement in that to force her hand and screw over the relationship the MC is building with her.

But as shown in the date, she is tired of all "that" (whoever her family is), I don't think that she keeps up with Tybalt just for her family or for connections. For me, the only reason is that she is too nice and polite.

The phone in game mentions flat out the Tybalt uses the campaign to manipulate her, so connections are definitely involved one way or another. Otherwise she'd just do it on her own. We won't know though until DPC makes us as the players more informed to what's really going on with that.

That's one of the reasons I'm not a big fan of Jill.
For me, a girl who has a total conception that the guy is at her feet, and does nothing about it ... It is not a good thing, it is not education, it is the opposite.
And that about the campaign I had already talked about, I think with Clinton. Which may turn out to be another negative point in her.
I speak of any theory that joins families between the characters.

Seriously (it burns!), remember when we were waiting ep.4 and kept bringing the most convoluted explanations for Maya's missing foreign roomie, the dorm assignment bureaucracy and Josy's delayed acceptance? Sometimes the lamest, blandest explanation is the correct one.
I-C 3 simpler explanations: Tybalt lets through his interest, but never made a move on Jill, so she never had to reject him; she's too nice to full blown tell him to f-off, plus, they live under the same roof and he is the President of the Frat (not Sorority, btw); or she did reject him, but he's still insisting. Horses, not zebras people; they're lamest, but less likely to bite us in the ass.
