So if it will be a significant financial loss, he won't do it. He may be an artist, but he also has a family to take care of, so maybe DPC should take Burke's Finance class instead of Maya.
What risk? Burke has several free tuition girls already, either the girl delivers or no tuition, it's Quinn telling them how they can get it, so his risk is almost zero.
