It's not completely unthinkable she actually is needed for the story, you only have access to her path when you focus on being a major DIK, so possible it's needed to beat Tommy for that title or she is your "get out of jail free card" when the Jade vid ends up in Burke's hands.... let's not get confused. on the one hand there is the issue of prostitution, that would be lethal for Burke even if only as an unsubstantiated rumor, a professor suspected of having something to do with a student prostitution ring would be worth at the very least a heavy downsizing of his role within the BR
then there is the question of scholarships, which are an entry of the BR, in its books. leaving aside everything we do not know, they are documents managed in a very creative way, which in the Western world is a crime

It's safe to assume Burke does not know about the restaurant and if he does he certainly is not organising it. There's enough conversations in the game the money from the restaurant is used to for the girls drugs. It's not tied to any scholarships since we know Camilla only does the restaurant. The restaurant is Quinn's business, scholarships is Burke's, it's two separate things.
Then the scholarships, we have no way to say it's a fraude. We only know girls that have sex with older men happen to get a scholarship. There was a scholarship file for Mona, it's nothing special, such documents are standarised and as soon they get approved a bill will be send to the actual scholarship provider. Nothing any bookkeeper can get punished for, it's not even a problem if you consider tuition can be paid before each semester.... Especially schools should have no problem providing easy payment options. In the end it's just about the number of students, the total semesters, the payments by parents, students, loan institutes and scholarships, if the numbers are accounted for it's good.
The problem you see is having scholarships that have no payment booking, and falsifying that, now that's punishable.
But Mona's scholarship file got deleted, it's gone.... The sponsor does not have to pay, end of story....

where do you get all these certainties about Burke? as a customer of the restaurant it is difficult for him not to know about it (or does he think that he could casually have sex with a girl to whom he casually gave a scholarship? MC knows, and Burke not?), then he actually manages one of the payments for the girls of the restaurant, it is only to be seen if Quinn works for him or the opposite.
How is this not a scam?
we don't know who the scholarship money belongs to, if it were any normal institution, surely it is not Burke who can manage it personally and independently, if it is not a normal institution it is definitely a scam or worse.

We are not sure Burke is even the one getting sex for the scholarships, we only know he is involved in providing scholarships for girls who have sex with old men. So where do you get the info in the game Burke is getting off in student toilets? That is what the restaurant actually is, anything else can be explained as special services, MC either gets the merchandise in a toilet or he gets it during a party, but besides the first prep party ever to be "hosted" by the HOT's Burke is never present....
Furthermore if he is getting sex for the scholarships, there is nothing for Burke to get from the restaurant where he would have to pay the same girls for something he gets for free. It's only more risk for him, risk he does not want or need. There is no reason in game to assume he knows about it.... You just assume he and Quinn are full partners and share all information, that is just highly unlikely.
The money for the scholarships most likely comes from the sponsors he keeps looking for. We don't know exactly how but there's 2 simple scenario's. 1 The sponsors give money for scholarships and Burke gets girls to have sex with him before they get the tuition. 2 The sponsors get to have sex with the girl then sponsor a scholarship for the girl.
No matter what option, sex first then the scholarship fee will be paid to B&R.... It's only in the books after the sex....
It looks silly anyway. Sponsors are rich cats, they don't need to pay thousands of dollars just to fuck a young pussy once or twice a month. They can do it at any time. Quinn's restaurant and free tuition would make sense if any of the sponsors could fuck any girl from Quinn's restaurant at any time, and as we understand it, this is not the case.
In fact, Quinn's restaurant and the so-called free tuition is another example of a bad letter from Pink. From whatever angle you look, the character looks stupid and frivolous.

Yeah, it's still most likely Burke is the one getting sex but it's not told he is the one. But either way, Burke has the means, the motive and the opportunity just like any of the sponsors. We just don't know exactly. Would it make more sense for the sponsors to go to the Pink Rose? Yes but same goes for Burke.... Even the restaurant girls could apply for a job there.
But from story perspective it's kinda hard getting Maya into a similar scenario she is now.... No meeting with the Burke's is just one event in that storyline.... there's certainly more to follow...

It's double the risks for nothing extra. MC gets served at parties, that option isn't there for Burke... And this all is only in the situation Burke is the one getting the sex, what if the sponsors are the lucky old men. You make a solid point with getting the scholarship for just one fuck, but we have no idea if it's a one timer or annual or each semester.... Whatever the deal is it can be arranged with the scholarship just as well.

Burke gets more from this than just sex. He sets up the scholarships with local businesses because it makes him seem important. He’s running this foundation and making media appearances. Jade goes on and on about how he’s a suck up and puts on airs. The news article about it explains how the program forges strong links between B&R (and by proxy Burke) and the financial industry. This scholarship program carries value for him beyond the girls he fucks.
My personal take? The prize here is the influence and connections to local businesses via the foundation. Not the girls. They’re just a way to lure donations in. Burke wants the scholarship program to integrate himself with the social elite and banging college girls is just a perk. Same for the guys making the donations. They’re not doing it for sex, they’re making donations for the same reason anyone does… publicity, tax write offs and influence. The college girls are again a bonus.

The dev love for old teenage movies is oozing from every corner of the game, as a millenial who grew on those movies and songs. Just the sound track and the music used in the scenes is a 10/10 for me the punk rock, the romantic songs and the characters that are soo fun. This movie is like a perfected american pie, American pie if the writers had time to develop their characters and add more depth into the whole story. The story has a good balance of good humor/ sex jokes and touching/serious moments. I'm defiently donating to dev.
