I was thinking about pitching La Vitalis here, though I'm not sure if it'd count, as it's more of creature/monster sex than straight bestiality. There is an infected dog enemy, so there is an indisputable bestiality element (reported the game for missing tag as of writing this), so beside that, human and tentacle enemies there are 6 'creature' enemies that I'm uncertain whether they count for the ranking. There are also 11 cg scenes, including 1 for the dogs and 3 for other creature type enemies. It's also still in development so numbers will change.
It's also a rather good h platformer, and I think it would get a spot on the list here, just not sure how high of one.

Cara in creekmaw could be updated. You have a few sex scenes with the dog and horse now.
Also, The Pilgrimage II is on track to be a banger like the first opus.
Lastly, Keira Quest heavily focuses on beast content (having a third of the sex scene being with dogs or horses)

Eclipse Knight Saga has a dog scene, several horse scenes, a frog and a few others.
It's not really a bestiality game though, so I wouldn't play it just for that. It IS a fun teambuilder JRPG though, and is pretty highly rated on DLSite (4.75). Large group of characters to swap into and out of your team, and they all have some backstory and a quest or two.
If you've played some of the author's other games (Into the Nightmare , Succubus Trap Island , Naedoko Demon Ground , etc) then you already know generally what to expect.
