Run 7zip using applocale to extract badly made zips, 7zip will use whatever locale system is using if the zip doesn't explicitly define it.

This really should not be an issue in 2023 since all competent archival software can read and create zips with unicode filenames. Why people don't just zip up their games using 7zip which has been doing this by default since 2008 is beyond me. WTF are you people using to make these mojibake zips anyways?
