What’s the difference between a rebuild and the regular version? Does the regular one have more content, and if so, how much more?

According to the FAQ linked in the OP the rebuild is a remaster with better images, more events, improved gameplay ... the overall story is the same but details and progression are different.

Play the rebuild, since this is the only version which gets new content.

If you have more time, play also the old game before the rebuild.
Keep in mind that chapters, version numbers, save files, etc between old game and rebuild are not compatible.

It's more likely version 0.10.00 ... v1.0 would be release version of the complete game.
