I'm pretty sure that it doesn't have to be a sporting event. Running naked through a public place would do.

curiously the definition of streaking is more correctly associated in terms of a fit youth in the buff where as a sixty year old man or a recently escaped inmate of a fat farm would be responded to by a mobilization of the national guard. ightly so

That has nothing to do with the definition of streaking. There is, "what streaking is," and there is, "how the world responds/reacts," to any particular instance of streaking. I'll agree that streaking by a fit youth is more likely to be viewed as a prank and have lesser or no penalties. But it is still streaking either way.
