There is no Lisa option when playing the Olivia path, its only for the 2 Lisa GF paths.

Also, Does the option to give mom the money count towards both private punishments and spanking you sisters?

It depends on which payments you are talking about.
For private spanking it just extend the number of days.
For helping with the bills, if you pay the 500 on Monday mom considered Max as an adult. If you pay more than 500 on Monday its justs puts that on the next week payments. IE: If you pay 2000 it is 4 weeks worth.
